A new direction for Miami-Dade


Balancing budgets isn’t rocket science: It’s simple: Step 1: Don’t spend more money than you have. Step 2: Attract new businesses and new tax revenue. Step 3: Repeat steps 1 and 2. I’m Darrin McGillis and at 45 years old I filed to run for Miami Dade County Commission District 9. No politician should ever hold an elected office longer than two terms. The U.S. president, Florida’s governor and the Miami-Dade County mayor all have a two-term limit. Why is it that county commissioners get unlimited terms in office? It’s simple “corruption”, he who holds the gold makes the rules and in this case 13 commissioners for decades refused to do the right thing and set term limits. The incumbent for the seat I seek wants another term. Why after 20 years would an ethical politician want to hold office that the voters want term limits for? We only need to view his campaign finance reports of money raised (over $130,000), almost 95 percent from special interests, and almost none of the money raised came from actual residents of District 9. As the saying goes, “It’s all about the Benjamins.”

We need change, new blood, a new direction. I look forward to serving you the taxpayer, “my new boss” as the next county commissioner for District 9. I’ve made this pledge: "The corrupt can either go quietly or they can go loudly, but either way, they will go." Join me to end the image that “who you know is more important than what you know” when doing business with Miami-Dade County government. I will advocate for the removal of all slush funds that are presently granted to each commissioner. These funds are a multimillion dollar waste of your tax dollars and should be revoked immediately. They are nothing short of "legal" over the table payoffs. I want the best for Miami-Dade County — the lowest taxes and the best representation. Please vote on Aug. 14.

Miami Dade County has over 28,000 employees with a little over 3000 employees making over $100,000.00 each year, and over 75 making over $200,000.00 each year. I assure you the County will be able to get by with the remaining 25,000 employees if we lay-off these fat cats, I am certain of this.

We can save a few billion dollars immediately by laying-off these 3000 County Employees, and we take the funds saved and reduce property taxes by 20%, and help the people of Miami Dade get through these financial tough times.

Child hunger, called the 'silent epidemic,' is a problem in Florida and across America.

The number of American youngsters living in homes without enough food soared in 2008 from 13 million to nearly 17 million, the Agriculture Department reported in October 2009.

Last year, Congress increased food stamp benefits by $20 billion and, also set aside money to test ways to feed children when school is out for the summer.

As Governor, Darrin will not wait for the federal government to act while a child goes to bed hungry.

The welfare of those in poor, disenfranchised, and impoverished neighborhoods will never be forgotten under a McGillis administration.

In America, at no time should a child ever go hungry simply because they are poor.

The sad fact is that millions of American children do go hungry, and most children go hungry during the last week of each month. The reason is that government issued food stamps have depleted and the family has no money available to purchase food.

As Governor, Darrin will ask the major supermarkets to help create an easy solution for poor families to access emergency electronic food vouchers. The emergency vouchers will be available the last week of each month for specific food items including rice, cereal, milk, beans, eggs, cheese, bread and many others.

Under a McGillis administration, no child will ever go hungry simply because the family of the child has no money for food.

War Against Child Sexual Predators


We must protect Florida’s children from sexual predators

As Governor I will seek to make all child sexual assaults committed by any one over the age of 21-years-old against any child under 18-years-old, a capital offense.

Prosecutors need the death penalty on the table to get plea deals for life in prison without the possibility of parole.

In child sex crimes prosecutors are faced with vulnerable victims who either can’t or won’t testify against a sexual predator (a child rapist). In almost all cases a child victim will be traumatized further by having to recount the horrific crime. Sometimes the evidence is not as strong as the prosecutor would like.

As Governor I will give prosecutors in Florida the tools they need to keep a child rapist behind bars for life and when warranted the tools to seek a death sentence.

As Governor, all sexual assault (rape) of any adult person in Florida, the offender will face a min-mandatory sentence of life in prison without the possibility of parole.

As Governor, no bail (no bond) will be permitted on all cases of sexual assault (rape) were the suspects DNA is found on or near the victim.

As Governor, no plea deals for sexual predators which does not include voluntary castration. If the offender is indigent the state will pay for the castration of those convicted sexual predators who voluntarily seek help.

As Governor, Darrin will prohibit probation or parole transfers into Florida, in which the person was convicted in the sending State of a sex crime.

As Governor, Darrin will advocate legislation that will make it a felony to enter the State of Florida while having a unresolved criminal charge for a sex crime outside the State of Florida.

Geraldo Rivera says it best, If you are innocent of wrong doing, you will submit to a Police polygraph examination, innocent people fully cooperate with law enforcement. The fact is innocent people do not refuse a polygraph examination.

It’s time to get serious about ridding our streets of sexual predators.

Florida Gun Control - Equals Crime Control

I believe in the right to keep and bear arms

The question is, how does the government protect the right of every Floridian to keep and bear arms, while protecting every Floridian from certain individuals that have no business obtaining, or having a firearm.

As Governor, I will advocate legislation that will allow any citizen of Florida, at anytime, the right to seek in civil court an injunction (a court order) prohibiting a person from possession of a firearm because the person is currently a danger to himself or others.

Under a McGillis administration new gun control regulations shall be enacted as follows.

A license to carry a firearm shall issue if the applicant:

(1) Has reached the age of twenty-one (21) years.
(2) Has a negative criminal record certified by the Florida Department of Law Enforcement issued not later than thirty (30) days prior to the date of the application and has not been accused of, nor is pending or in the process of trial for any Felony in Florida or in the United States or abroad
(3) Is not habitually inebriated or addicted to controlled substances
(4) Has not been declared mentally incompetent by a court
(5) Has not incurred or belonged to organizations involved in acts of violence, or directed to the overthrow of the government
(6) Has not been dishonorably discharged from the armed forces, or removed from any of the law enforcement agencies of the Government of Florida or its municipalities
(7) Is not under a court order which prohibits harassing, stalking, threatening, or proximity to an intimate partner, the children of the latter or to any person, and who does not have a record of violence
(8) Is a citizen of the United States
(9) Is not a person who, having been a citizen of the United States at a given time, has renounced said citizenship
(10) Has submitted a sworn statement attesting to compliance with fiscal laws; it being established that it shall be grounds to deny the issue of the license applied for or to revoke the same if the applicant has failed to comply with the fiscal laws of the State of Florida
(11) Has payed the required application fee; provided, that in those cases whereby the license is denied, the amount paid shall not be reimbursed
(12) Has submitted, together with the application, one (1) sworn statement from five (5) persons that are not related by consanguinity or affinity to the applicant and that under penalty of perjury, attest to the fact that the applicant enjoys a good reputation in the community, that he/she does not have a tendency to commit acts of violence, and that therefore they have no objection to the applicant owning firearms. This statement shall be made in the form provided by the Florida Department of Law Enforcement along with the application for a weapons license
(13) Has submitted the completed application, under oath, before a notary, accompanied by an impression of his/her fingerprints, taken by a technician of any local Law Enforcement Agency in Florida or a competent federal or state government agency, and that includes two (2) color photographs, two (2) inches by two (2) inches in size, sufficiently recent as to depict the applicant in his/her true aspect at the time of the application
(14) Has submitted a negative certification of debt from the Child Support Administration, issued not later than thirty (30) days prior to the date of the application

In the NBC News clip Darrin is quoted for being in support of legalizing marijuana (personal use amounts). This is true, except that Darrin replaces the current law with a fine of five ($5,000) thousand dollars versus being arrested, charged and convicted of a criminal offense.

This will only apply to personal use amounts, and any person caught with amounts that are not personal use amounts will face Felony arrest and conviction.

The goal is to take the resources of professional Law Enforcement away from what is a minor criminal offense and fine those caught with personal use amounts $5,000 - we can use the money collected to put more Law Enforcement officers on the streets to combat the very serious illegal drug distribution problem we have in Florida.

Make no mistake Darrin is for stiff prison terms for any person selling drugs to minors and persons less than 21 years of age, including the sale of marijuana. If you sell drugs to kids in Florida, you will go to jail for a very long time under a McGillis administration.

It's time for commonsense laws and to help our Law Enforcement professionals get properly funded.

MAKE FLORIDA’S HEALTH INSURANCE MORE AFFORDABLE FOR SMALL BUSINESSES

Health insurance costs are a major expense for Florida businesses and consumers. The rising cost of health insurance for Florida residents and businesses is outpacing inflation, making our state less attractive to employers who provide this benefit.

As Governor, Darrin McGillis will reduce the cost of health insurance for businesses, while making sure Florida’s workers can remain insured:

Allow the Purchase of Out-of-State Insurance Policies. The McGillis Administration will allow Florida small businesses to purchase health insurance policies from out-of state insurance companies that offer better rates, or better coverage. More competition and more consumer choice will lower costs.

CUT EXCESSIVE RED TAPE - PROVIDE RELIEF FROM OVERBEARING REGULATION


Create a permanent “Red Tape Committee”

The McGillis Administration will overhaul Florida’s regulations – restoring balance and fairness – by creating a permanent “Red Tape Committee.” The “Red Tape Committee” will bring both elected branches of government together in a bi-partisan fashion to perform a top to- bottom overhaul and review.

The Red Tape Committee will ensure rules meet a series of requirements.

Sound science or other technical basis

Consistent with other state policy goals

Consistent with legislative intent

Protect and promote the public interest, including the urgent need for economic development and private-sector job creation.

The Review Committee will recommend rescinding rules that do not meet these requirements.

Implement an immediate freeze on proposed new rules and regulations

The McGillis Administration will put an immediate freeze on proposed new rules and regulations, except those deemed necessary for public emergency, until the Red Tape Committee completes its review.

Promote transparency in the process of creating new rules and policy

Proposed rules will not be adopted until all implementing policy procedures and documents (such as technical manuals and forms) are in place and are available for inspection and public comment and input. McGillis will strictly limit agency policy and rule development that often occurs outside the public input.

Eliminate agency funding from fees and fine's

McGillis will remove the incentive for regulatory agencies to charge excessive or unnecessary fees and fines by restoring their funding “on-budget” from the general fund. Agencies will no longer rely on fees and fines for their own funding, removing their built-in incentives to over-regulate and over-charge.

Florida's transportation system is at a crossroads. We need a serious reexamination of the State's underlying transportation policies and strategies. During this time of scarce resources, severe economic hardships for many Florida citizens, and mounting transportation infrastructure needs, it is essential that we align our overall transportation policies and strategies so that they deliver the type of performance and support for economic growth that our citizens and businesses require, and do so in the most cost-effective and sustainable manner possible.

Floridians have shown they will support new investments in government services when they know the service is a proper governmental responsibility, that funds will be spent competently for the purposes promised, and that investing now will produce positive economic and social returns on investment. However, Floridians are frustrated and have lost confidence in the ability of state government to keep its commitments and produce timely and sustainable results. Recent administrations have moved too slowly and made too many excuses for not finding ways to get projects done.

As Governor McGillis will take essential steps toward building the public trust necessary for transportation investment, including support for a constitutional amendment to protect the funds from raids for other purposes.

Together we must candidly acknowledge that we do need greater public and private investment in our transportation systems, and then come together in a spirit of innovation and cooperation to achieve it. Darrin McGillis has some specific ideas about how to do that, and he will be listening to others as well. But, to be effective, any increase in investment must be accompanied by a fundamentally different strategy in how we invest, operate, maintain and measure the performance of our transportation systems. It is not enough to acknowledge the nature of our current policy shortcomings. We must also have the leadership to test different approaches.

Reforming Our Government

McGillis Ethics Reform: Waging a War on Corruption

Immediately upon taking office, McGillis will declare a war on the long history of corruption in the state by calling a special session of the legislature to end the image that “who you know is more important than what you know” when doing business in Florida. Darrin McGillis will push a comprehensive ethics reform package through the session requiring a more detailed financial disclosure for elected and appointed officials, prohibiting all conflicts of interests, closing the loophole on free tickets, ending lobbyist-funded lavish meals, and giving the Office of the Attorney General the ability to independently root out corruption in government at all levels. Providing the Florida Supreme Court the authority to appoint a independent special prosecutor to root out corruption at the highest levels of the Florida Government.

Darrin McGillis Commitment:

I will eliminate the Legislature’s conflicts of interest by strengthening ethics laws to require State Legislators to either recuse themselves from legislative actions that affect their private sector interests, or publicly disclose these conflicts when they occur.

I will increase honesty and openness in government by requiring fully searchable and transparent websites for all state and local governments and school districts, providing links to property records and taxes, government payrolls, expenditures, school performance report cards, and other information.

I will increase the transparency required of candidates seeking office by making the State’s currently inadequate Personal Financial Disclosure Statements match the same heightened level of transparency as their federal counterpart, which will provide voters with a more detailed, comprehensive look at those on the ballot.

I will restore fairness and common-sense to our state’s legal liability policies by making it more difficult for out-of-state plaintiffs to sue in Florida courts.

I will end the abuse and manipulation of Florida’s civil justice system by preventing the admission of flimsy and dubious testimony offered by expert witnesses.

I will make our state more affordable for consumers and businesses by making it more difficult to file class action lawsuits for frivolous reasons.

Demand transparency in state spending and strengthen and enforce our competitive bid laws.

Special interest lobbyists should not be allowed to give money or gifts of any value to legislators.

I will seek a mandatory Statewide annual salary cap of ($95,000) on all publically elected office positions. No more will running for public office mean ($185,000) job, meanwhile the career public servant makes under ($45,000) annually. Seeking to serve the public by running for public office is a privilege and honor, not a way to get an instant salary boost.
